On the morning of August 29, 2025, a joint study session (the “Session”) was held by the Theoretical Learning Center Group of the Lingang New Area Party Working Committee and the Party Committee Shanghai University of Finance and Economics (SUFE). Centering on the in-depth study of XI Jinping: The Governance of China (Volume V), the Session focused on the theme of “scientifically formulating the 15th Five-year Plan under the guidance of XI Jinping’s Economic Thought” for discussion and learning. Professor YAO Yang, Dean of Dishui Lake Advanced Finance Institute, SUFE (SUFE-DAFI), delivered a special guidance report titled “Current Economic Situation and Outlook for Economic Development During the 15th Five-year Plan Period”.
CHEN Jinshan, Member of the Standing Committee of the Shanghai Municipal Party Committee, Secretary of the Lingang New Area Party Working Committee, and Director of the Lingang New Area Administrative Committee, presided over the Session and pointed out that this joint study was a key initiative to thoroughly study and implement XI Jinping’s Economic Thought. Through university-local government collaboration, it injected intellectual strength into the formulation of Lingang New Area’s 15th Five-year Plan. He emphasized three key points: 1. Accurately grasping the international and domestic situation to scientifically formulate the 15th Five-year Plan. Lingang New Area should base itself on institutional innovation, rely on the national opening-up strategy, firmly focus on advanced manufacturing as its foundation, further strengthen scientific and technological innovation, and seize opportunities brought by the technological revolution. It should also improve urban functions to build Lingang into a vibrant city beloved by young people. 2. Placing greater emphasis on the development of offshore economic formats and strengthening the cultivation of special economic functions. It was necessary to thoroughly implement the spirit of General Secretary XI Jinping’s “Five Important Roles” instruction on Lingang New Area, make greater efforts in fields such as offshore financial trade, new bonded business formats, and green shipping, and enhance the global competitiveness of Lingang New Area. 3. Continuously deepening university-local government cooperation to run SUFE-DAFI at a higher level. Greater efforts should be made in campus construction, talent introduction policies, and support for outstanding students, so that SUFE-DAFI would not only become a business card of SUFE, but also an important card for Lingang New Area to promote financial opening-up.
XU Tao, Secretary of the Party Committee of SUFE, stated in his speech that this joint study was SUFE’s first major learning activity in the new semester, aiming to expand ideas and broaden horizons. He emphasized three aspects: 1. Raising political standing, earnestly study XI Jinping: The Governance of China (Volume V) and Selected Works of XI Jinping on Economics (Volume I), deeply grasping the strategic significance of XI Jinping’s Economic Thought, providing theoretical support for the 15th Five-year Plan, and continuing to rely on SUFE-DAFI to serve national economic development, the construction of Shanghai’s “Five Centers”, and the development of Lingang New Area as an emerging financial center. 2. Aligning the university’s mission with national strategies. During the 15th Five-year Plan period, SUFE would implement the requirements of the Outline for Building a Powerful Education Nation (2024-2035), with the goal of becoming an important force in the global education field by 2035 and cultivating successors to socialism. 3. Deepening cooperation with Lingang New Area. Relying on SUFE-DAFI, SUFE would cultivate talents in line with the development needs of Lingang New Area, extend teaching bases to the frontlines of national strategies, and move forward in tandem with Lingang New Area to maintain a “high development speed”.

At the Session, YAO Yang, Dean of SUFE-DAFI, delivered the special guidance report titled “Current Economic Situation and Outlook for Economic Development During the 15th Five-year Plan Period”. Starting from the current state of China’s economy, he analyzed the short-term challenges and opportunities faced, as well as the profound changes in China-US economic and trade frictions and the restructuring of the global industrial chain. Focusing on the development during the 15th Five-year Plan period, he emphasized that efforts must be made to develop new quality productive forces, unswervingly boost domestic demand, and actively promote the “going global” of the entire industrial chain. Combining the realities of Shanghai and Lingang New Area, he put forward suggestions that Lingang New Area, as a national strategic bearing area, should seize opportunities in industrial transformation and further improve urban functions to attract young talents during the 15th Five-year Plan period.
Before the Session, the leading group of the Lingang New Area Party Working Committee conducted an on-site survey on the progress of SUFE-DAFI since its establishment and its preparations for the new academic year. The Party leadership of SUFE accompanied such leading group on the survey.
Members of the Lingang New Area Administrative Committee and the Party leadership of SUFE attended the Session. Directors of relevant departments of the Lingang New Area Administrative Committee and heads of relevant departments and schools of SUFE also participated in the Session.
