
SUFE-DAFI
At the end of 2024, a delegation led by YAN Weidong, Secretary of the Suining Municipal Party Committee, visited Shanghai University of Finance and Economics (SUFE). The two parties held pragmatic discussions on strengthening university-local government cooperation and promoting joint talent cultivation in the financial field. In accordance with the guidelines of leaders from both SUFE and Suining, and under the unified coordination of the University Cooperation and Development Office, the Executive Education (EE) Center of Dishui Lake Advanced Finance Institute, Shanghai University of Finance and Economics (“SUFE-DAFI” or the “Institute”) dispatched a professional team to conduct in-depth research in Suining. The team held special seminars with the Organization Department of the Suining Municipal Party Committee, distributed research questionnaires to entrepreneurs, and visited key local enterprises. Building on this groundwork, the first Suining Talent Training Program (the “Training Program”) was successfully launched from July 20 to July 26, 2025 on SUFE’s main campus and in the Lingang New Area.
Hosted by the Suining Municipal Bureau of Economy and Information Technology and undertaken by SUFE-DAFI, the Training Program brought together nearly 50 outstanding entrepreneurs from Suining, who successfully completed the one-week specialized training program on new quality productive forces.

Leveraging SUFE’s disciplinary strengths and drawing on the successful pilot experience of the Lingang New Area, SUFE-DAFI carefully designed a curriculum covering macroeconomics, China-U. S. trade, financial capital, industrial innovation, and green low-carbon development. Emphasizing the integration of theory and practice, the Training Program included mobile courses and on-site visits. Entrepreneurs visited DeepBlue Technology (the “Company”), where they attended a special lecture titled Practical Cases of AI Large Model Industrial Implementation and gained in-depth insights into the Company’s layout in smart mobility, smart environment, and smart cities. At the Shanghai Environment and Energy Exchange, participants systematically learned about the development history and operation mechanism of the national carbon market, and listened to a special report Implementation Paths for Enterprises’ Green and Low-carbon Transformation, acquiring practical guidance on carbon management and green transformation. Additionally, entrepreneurs visited the Lingang Dishui Cloud Hall and the Large-aircraft Industrial Park, gaining a comprehensive understanding of the Lingang New Area’s urban planning, construction achievements, and developments in high-end manufacturing.




The Training Program also invited the Shanghai Suining Chamber of Commerce to host a “Face-to-Face Dialogue with the Chamber of Commerce” seminar (the “Seminar”). During the Seminar, participants conducted in-depth discussions on the alignment of industrial policies between Shanghai and Suining, market expansion, and resource connection, creating a direct channel for industrial cooperation between enterprises from the two regions.
ZHONG Yumeng, Deputy Director of the Suining Municipal Bureau of Economy and Information Technology, commented that the Training Program played a crucial role in helping Suining’s entrepreneurs and officials broaden their horizons and grasp cutting-edge trends.

Senior executive participants from Suining’s outstanding enterprises, including Shede Liquor, Tianqi Lithium, and China Resources Wantong Gas Co., Ltd., unanimously feedback that the Training Program was rich in content and highly practical. They expressed the hope of returning to SUFE in the future to pursue lifelong learning and continuous improvement.
The Training Program not only injected concepts and methods of new quality productive forces into Suining’s enterprises but also created a replicable and promotable practical model for university-local government cooperation.
