On the afternoon of July 4, 2025, under the meticulous guidance of the Party Working Committee, the Administrative Committee and relevant departments of Lingang Special Area, the Opening Ceremony (the “Opening Ceremony”) of the First Session of the Special Training Program for Improving Comprehensive Competence in Administrative (Community) Work of Nanhui New Town in 2025 (the “Training Program”), hosted by Nanhui New Town and co-organized by Dishui Lake Advanced Finance Institute, Shanghai University of Finance and Economics (SUFE-DAFI) and Nanhui New Town Community (Residential Area) Governance Training Institute (the “Training Institute”), was successfully held. After voluntary enrollment and official assessment, the Training Program themed supporting “economic development playing the leading role” and strengthening grassroots governance capacity, gathered 30 grassroots backbones from government departments, enterprises and public institutions, and community units, who will participate in the two-month practical training.
On the Opening Ceremony, the first linkage base of the Training Institute (the “Base”) was officially established. Initiated and built by Nanhui New Town, by relying on the high-quality education, training, and practical resources of SUFE-DAFI and other institutions in Nanhui New Town, the Base will be engaged in providingnormalized practical support for governance capacity construction of grassroots governance forces, thus facilitating economic and social development.
On the Opening Ceremony, SUN Xiaohe, Mayor of Nanhui New Town, expressed his gratitude to SUFE-DAFI and all relevant parties for their high attention and careful preparation for the Training Program, announced that the preparation for the establishment of the Training Institute had officially initiated, and emphasized that this practical training platform in Lingang Special Area and Nanhui New Town integrated resources and organizational efforts from multiple parties. Mr. Sun pointed out that the Training Program was launched to continuously upgrade the capability structure of multiple grassroots governance forces in the new era, under new situation, and in the new stage, which served not only as an experimental platform for organizational empowerment, but also as a starting point for improving execution capacity, organizing capacity, and co-governance capacity. In addition, Mr. Sun urged the first batch of participants to cherish this training opportunity, and encouraged them to complete a series of practical challenges with a serious, brave and resilient attitude, and to ultimately apply the training outcomes to their posts and practices.
Sun Yi,Deputy Secretary of the Party General Branch of SUFE-DAFI, delivered a speech on behalf ofSUFE-DAFI, in which he reviewed the development history of SUFE-DAFI and Lingang Special Area, and emphasized that SUFE-DAFI had always deeply integrated into the regional governance and economic ecosystem with an open mind, and would play the role of an “enabler” in the governance upgrading and cadre development of Nanhui New Town. In the future, SUFE-DAFI will gradually provide more classroom resources and top-tier courses to the frontline of governance, so as to let more grassroots practitioners comprehend cutting-edge knowledge in training, and achieve in-depth integration of local experience and professional knowledge.
FENG Chuang, a participant representative of the first session of the Training Program, delivered a speech, in which he expressed sincere gratitude for the establishment of the training platform and for SUFE-DAFI’s careful preparation, stated that he would take the Training Program as an opportunity to enhance his wisdom and improve his action through learning, and called on all students to make contribution to the development of Nanhui New Town with their wisdom and strength.
Leaderships of the Party Committee and Government of Nanhui New Town sent simple, poetic, or far-sighted messages to all participants, showcasing their trust and expectations for the "new" grassroots governance forces.
