
On April 18, 2025, the Signing Ceremony for the Strategic Cooperation Memorandum (the “Memo”) between Dishui Lake Advanced Finance Institute, Shanghai University of Finance and Economics (SUFE-DAFI) and the Economic Investigation Detachment, Pudong Branch, Shanghai Municipal Public Security Bureau (the “Signing Ceremony”) was held at SUFE-DAFI. The two parties reached in-depth cooperation in financial security, talent cultivation, and academic research, which marked an important step in university-police collaborative innovative development, and provided new force for serving the national strategies and the regional governance.
More than 20 representatives from Pudong Branch of Shanghai Municipal Public Security Bureau, including WANG Peidong, Deputy Director of Pudong Branch, XU Li, Political Commissar of the Economic Investigation Detachment, SUN Xiaoyu, Deputy Head of the Economic Investigation Detachment and representatives of young police officers, and representatives from SUFE-DAFI, including CHEN Xuanjuan, Executive Dean, SUN Yi, Deputy Secretary of the General Party Branch, CHU Yile, Director of the Strategic Cooperation Department, and LUO Yangfan, Deputy Director of the Faculty Affairs Department, attended the Signing Ceremony and witnessed the signing of the Memo.
At the Signing Ceremony, Executive Dean CHEN Xuanjuan stated in her speech that this cooperation was an important initiative to thoroughly implement the strategic deployment on legal construction and high-level talent cultivation by the 20th National Congress of the Communist Party of China. As a top Chinese university in finance and economics, SUFE has ranked first in the Best Chinese Universities Ranking for Finance and Economics for six consecutive years. Relying on SUFE’s profound background, SUFE-DAFI focused on the integrated development of "finance + industry + sci-tech innovation" and was committed to building a world-class hub for high-end financial talent cultivation. Ms. CHEN emphasized that the cooperation between SUFE-DAFI and the Economic Investigation Detachment of Pudong Branch would integrate the advantageous resources of both parties, and explore a new model for cultivating inter-disciplinary legal talents through multiple channels such as theoretical research, academic exchange, practical seminar, and joint talent cultivation, thus providing strong intelligence support for facilitating the national financial security governance system and the development of Pudong New Area.

Deputy Director WANG Peidong stated in his speech that as a core force in safeguarding the regional economic order, the Economic Investigation Detachment of Pudong Branch had played a key role in fighting financial crimes, ensuring financial security, and improving the business environment. This signing marked an innovative exploration and beneficial attempt in police-university collaboration. Both parties would expand the cooperation in inter-disciplinary research, legal talent cultivation, and legal publicity services based on the principle of "complementary advantages and coordinated development". He put forward three expectations for the cooperation between both parties: (1) to improve the police-university collaboration mechanism and form a long-term cooperation system; (2) to expand the cooperation forms and explore multi-level co-construction models; (3) to focus on innovative development and build a high-end think tank that integrates financial and legal theory with practice, so as to guarantee the high-quality economy development of Pudong New Area.

Subsequently, Deputy Director WANG Peidong and Executive Dean CHEN Xuanjuan signed the Memo on behalf of both parties and took a group photo.

After the Signing Ceremony, Executive Dean CHEN Xuanjuan gave a special lecture titled "Impacts of the China-US Tariff War on Chinese Enterprises", in which she, starting from the background of the international trade frictions and combining the current financial security trend, systematically analyzed the challenges brought by global changes facing Chinese enterprises, andput forward corresponding response thinking.

LI Jun, Head of the Finance Brigade of the Economic Investigation Detachment of Pudong Branch, shared typical cases of financial crimes and practical response methods based on his front-line law enforcement experience, and emphasized the key role of economic investigation practice in maintaining the market order.

In the subsequent interaction, participants had a heated discussion on topics such as China-US economic and trade trend, prevention mechanisms for financial security, and the practice for governing financial fraud, thus creating an active atmosphere.


The signing of the Memo not only provided a new platform for collaborative innovation and resource sharing between the two parties, but also supported the construction of the regional financial security system and the cultivation of inter-disciplinary legal talents. In the future, the two parties will continue to deepen the cooperation between them, and jointly create a new cooperation pattern of "police-university collaboration and serving society".
