In accordance with the unified arrangement of Shanghai University of Finance and Economics (SUFE), the Audit Department of SUFE planned to carry out an audit on the performance of economic responsibilities of Dishui Lake Advanced Finance Institute, Shanghai University of Finance and Economics (“SUFE-DAFI” or the “Institute”) from April to September, 2025. On the morning of April 14, 2025, the Audit Kick-off Meeting (the “Meeting”) was held in the 822 Conference Room of SUFE-DAFI.
YANG Zhonglian, Director of the Audit Department, YAO Qi, Deputy Director of the Audit Department, CHEN Xuanjuan, Executive Dean of SUFE-DAFI, QIU Jiaping,Vice Dean of SUFE-DAFI, SUN Yi, Deputy Secretary of SUFE-DAFI, and LUO Yuding, a lecturer from SUFE-DAFI, relevant staff from the Audit Department and heads of the General Office and the Finance Department of SUFE-DAFI, attended the Meeting.
At the Meeting, Director YANG Zhonglian emphasized that the purpose of this Meeting was to brief SUFE-DAFI on the basic information of the audit project to be carried out (the “Audit Project”), and to provide on-site Party discipline learning themed on the spirit of the Eight-point Regulation of the Central Committee of the Communist Party of China (the “CPC Central Committee”). Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Audit Project would closely align with SUFE’s development goals, facilitate the career development through "research-oriented + connotation-typed" audit, and focus on the audit priorities. Specifically, it would focus on the arrangement of SUFE’s Party and government decision-making and implementation of major policies; it would focus on the following aspects: compliance with disciplines, laws and regulations and fulfillment of responsibilities of the leaderships; the standardized operation of powers and functions; the internal control and risk prevention; the financial revenue and expenditure control as well as performance management; the strict implementation of the spirit of the Eight-point Regulation of the CPC Central Committee and its implementation rules; the construction of the Party conduct and of an honest and clean government, so as to facilitate the leaderships to fulfill their duties and take on their responsibilities. In the Audit Project, we would prioritize problem identification and risk prevention, do a good in providing risk early warning and suggestions, and boost the high-quality development of SUFE-DAFI.
Subsequently, Deputy Director YAO Qi introduced the main contents of the Audit Project, major problems identified in previous audits, the audit procedures, and scheduling of the audit, in detail, with focus on the main risk points in the internal control construction of the secondary units and the internal control system with a pattern of "four beams and eight pillars", thus facilitating the secondary units to implement the spirit of the Eight-point Regulation of the CPC Central Committee and its implementation rules.
At the end of the Meeting, Executive Dean CHEN Xuanjuan introduced the development history as well as financial revenues and expenditures of SUFE-DAFI in detail, and stated and concluded on behalf of SUFE-DAFI that SUFE-DAFI would attach great importance to this Audit Project and further improve its political stance, accept supervision proactively, provide relevant materials truthfully, and support the audit work completely. SUFE-DAFI would rectify the problems identified in the audit in a timely manner, improve its regulations, strengthen its management, and prevent similar problems.
